Are GTA VI download codes region locked?

It depends on the console. Rockstar lists account-region restrictions for PlayStation codes and says Xbox codes are not region locked. Before importing a PS5 box, check its code region against Rockstar's supported account-country list.
Check a PS5 code before importing
For example, Rockstar’s UK code group supports UK accounts. Its North America group covers Canada and the United States. Other groups have their own country lists; consult the full Rockstar redemption table for your account rather than assuming all codes work worldwide.
Rockstar recommends a retailer in your account’s country to avoid activation problems. The Xbox exception concerns code region locks; it does not establish identical prices, availability or retailer terms across countries.
